I get asked about AMRRON often enough that it deserves its own post. If you’ve spent any time in the preparedness corners of ham radio, you’ve probably seen the name pop up on forums, in Facebook groups, or on a Sunday night net. It’s not a club in the ARES/RACES sense, and it’s not affiliated with the ARRL. It’s something a little different, and it’s worth understanding on its own terms.
What AMRRON Is
AMRRON stands for the American Redoubt Radio Operators Network. It’s a volunteer communications network built around one core idea, that when normal channels (phones, internet, broadcast media) go down or become unreliable, a distributed network of radio operators can keep information flowing. It was founded in 2011 in the Pacific Northwest, and by 2013 it had absorbed The American Preparedness Radio Network (TAPRN), pulling in members from the east coast. Today it has members across every state and a handful of other countries.
The name comes from the “American Redoubt,” a term used by the preparedness and liberty movement for a cluster of states in the Pacific Northwest and Mountain West considered attractive for self-reliant living. AMRRON grew out of that community, but it isn’t limited to it. Members who aren’t in the Redoubt states are referred to as OAR, Outside the American Redoubt, and they make up a large share of the network.
The Purpose
AMRRON exists for disaster response and civil defense, full stop. The stated mission is to keep like-minded operators connected during a real-world grid-down or societal disruption event, sharing intelligence, news, and situational awareness in both directions. Every AMRRON operator is treated as a sensor, someone who can report what they’re seeing locally and relay what they’re hearing from elsewhere. It leans heavily on a self-reliance and civil defense framing rather than the more neutral, served-agency model you’d see from ARES or RACES.
That’s an important distinction. ARES and RACES exist to support served agencies like emergency management or the Red Cross. AMRRON doesn’t work for anyone. It’s a peer network, built by preppers for preppers, with no official government or agency relationship at all.
How It Actually Works
What makes AMRRON interesting from a technical standpoint is that it deliberately spans licensed and unlicensed radio. Hams participate on HF (20m, 40m, 80m) for regional and national reach, and on 2m and 70cm for local nets. The primary 2m calling frequency, 146.420 MHz simplex, shows up constantly in AMRRON discussions. Non-hams participate too, using CB, MURS, and GMRS/FRS radios, and AMRRON built a specific protocol called the CH3 Project to link all of it together.
CH3 is exactly what it sounds like. Monitor channel 3 on CB, FRS, and MURS at set times (top of the hour, bottom of the hour, and the quarter marks) so that anyone, licensed or not, has a standardized place to make contact. It’s a low-tech, low-barrier idea, and it’s one of the more genuinely useful concepts AMRRON has produced, since it gives non-hams in a family or neighborhood group a defined way to link up with someone who has more capability. It’s also part of why some operators end up looking at a MARS/CAP mod, since a single radio that can hit both ham frequencies and GMRS means one piece of gear instead of two for bridging into CH3 traffic.
AMRRON also runs a published Communications SOI (Standard Operating Instructions), a net word of the week with an authentication number to test how well the network is actually functioning, and side projects like Black Echo, which explores low-power FM broadcast for local information distribution if grid infrastructure goes down.
Becoming an Operator
Joining is free and open. You don’t need a ham license, though it obviously expands what you can do on the network. What AMRRON asks for isn’t equipment, it’s commitment: show up to nets, learn the SOI, get gear that can run on 12V or off-grid power, and ideally teach someone else to do the same. If you’re too remote to reach a net, AMRRON’s suggestion is to still go through the motions on your own schedule, which isn’t a bad training habit regardless of whether you ever check into a net for real.
The Encryption Question
AMRRON material also touches on message security, including one-time pad encryption. A one-time pad is about as old-school as encryption gets: both parties hold identical copies of a page (or pad) full of random letters or numbers, generated in advance and never reused. To encrypt a message, you combine the plaintext with the random data on the current page using a simple manual cipher, then destroy that page. The recipient reverses the process with their matching copy. Done correctly, with truly random data used only once, it’s mathematically unbreakable, since there’s no pattern or key to crack, just a shared secret that gets burned after a single use. That’s also its weakness in practice: it only works if both sides have the same pad, keep it secure, and never reuse a page, which is a real logistical burden for anything beyond a small, disciplined group.
I want to be clear here, because this is a spot where enthusiasm outruns the rules: Part 97 prohibits obscuring the meaning of a message on amateur frequencies, encryption included, with narrow control-link exceptions that don’t apply here. Anything along those lines is meant for a genuine emergency-of-last-resort scenario, or for use on non-ham frequencies where Part 97 doesn’t apply. My Take
AMRRON is a real, active, and genuinely well-organized network, and the CH3 Project is a smart piece of practical design for bridging licensed and unlicensed operators. If you’re building out a preparedness comms plan, understanding how AMRRON structures nets, frequencies, and SOI documentation is useful even if you never formally join, the same way it’s useful to understand ARES/RACES even if you never check into a served-agency net.
That said, don’t mistake network membership for a communications plan. AMRRON is a resource to plug into a plan, not a replacement for one. You still need your own PACE structure, your own family or group protocols, and your own gear that works without anyone else’s net being active.
