“MARS/CAP mod” comes up constantly in mobile and HT threads, usually next to a radio someone’s about to buy, mod, or sell. It gets thrown around loosely, so let’s define it properly, and cover who’s actually allowed to use the extra range.

What a MARS/CAP Mod Actually Is

Amateur radios sold in the US are type-accepted for the ham bands, and manufacturers lock the transmitter to those frequencies to comply with FCC rules. A MARS/CAP mod removes that lock, opening up transmit coverage well outside the amateur allocations, typically continuous or near-continuous VHF and UHF coverage instead of just the 2m and 70cm ham segments.

The name comes from the two groups the wider range was originally intended for. MARS is the Military Auxiliary Radio System, a Department of Defense-sponsored program where licensed hams volunteer to support military communications on assigned frequencies outside the ham bands. CAP is Civil Air Patrol, the Air Force’s civilian auxiliary, which operates its own VHF frequencies for search and rescue and disaster response. Members of both programs are issued frequencies that fall outside Part 97, so manufacturers built a documented way to unlock radios for that specific use.

Depending on the radio, the mod is either a physical hardware change (like removing a diode or cutting a trace) or a firmware/software change (selecting a different frequency mode in the programming software). Either way, the result is the same: the radio can now transmit on frequencies it wasn’t sold to transmit on.

Doing the mod is not illegal. The mod itself is just a hardware or firmware change to a piece of equipment you own. Transmitting on the frequencies it unlocks is a different question entirely, and that’s where people get themselves into trouble.

If you’re a licensed MARS operator or a CAP member with assigned frequencies, you have explicit authorization to transmit on those specific frequencies, on that specific equipment, under that program’s rules. If you’re neither of those things, the mod doesn’t grant you any additional transmit authority. Transmitting outside your amateur allocation without a license for that spectrum is a Part 97 violation at best and interference with a licensed service (public safety, business band, GMRS, aviation) at worst, and that’s a much bigger problem than an FCC citation.

In practice, most people who run a MARS/CAP mod aren’t actually MARS or CAP members. They’re doing it for wideband receive, which is completely legal and genuinely useful for monitoring weather, aviation, marine, and public safety traffic. The mod is just a package deal, opening TX and RX together, and it’s on you to keep your transmissions inside frequencies you’re actually licensed for. I run mine strictly for RX flexibility and interoperability monitoring, and I’d encourage you to think through that line before you touch a soldering iron or a mode setting.

The GMRS Angle

This is the part that gets a lot of preppers interested in the mod even if they never touch a MARS or CAP frequency. Most ham VHF/UHF radios can already receive on the GMRS frequencies (462 and 467 MHz), since those fall inside the 70cm range the radio’s receiver already covers. What they can’t do out of the box is transmit there, because the radio isn’t type-accepted for GMRS and the firmware or hardware lockout blocks TX outside the ham allocation.

A MARS/CAP mod removes that lockout, and since GMRS sits inside the wider UHF range the mod opens up, a modded radio can now transmit on GMRS frequencies too. This does not change the radio’s type certification. It’s still not a GMRS-certified radio, and the FCC’s GMRS rules require transmitting equipment to be certified for that service. Transmitting on GMRS frequencies with a modded ham radio is a rules violation regardless of whether you hold a GMRS license, because the license covers the operator and the service, not the equipment. Equipment used on GMRS has to be type-accepted for Part 95, and a modded ham radio isn’t.

All that said, I’d be lying if I didn’t acknowledge the appeal. In a genuine SHTF situation, having one handheld or mobile that covers 2m, 70cm, and GMRS instead of carrying a separate ham radio and a separate GMRS radio is a real advantage, less gear to carry, one programming session instead of two, and one radio to keep charged. That’s a practical, not a legal, argument, and it only holds water when normal rules and enforcement have already broken down. Know the difference between what the mod makes technically possible and what it makes legally permitted, and don’t let SHTF gear planning talk you into treating the two as the same thing today.

My Take

A MARS/CAP mod is a legitimate, well-documented modification, not some shady hack, and manufacturers publish it openly because MARS and CAP operators genuinely need it. Where people get into trouble isn’t the mod itself, it’s forgetting that the mod only unlocks the radio’s hardware, not their own legal authority to transmit on the frequencies it exposes. Do it for RX flexibility if that’s your goal, keep your transmissions inside spectrum you’re actually licensed for, and if you do have MARS or CAP credentials, keep your assignment paperwork somewhere you can produce it.
